Potential High School site waste water

More on waste handling at Jack Bennett Road site from the Division of Water Quality:

The handling of effluent is still germane and now an explanation of the following quote is appropriate as well: “upon construction of the school, and upon completion of Phase III of the wastewater treatment plant construction.” When will phase III be completed?

What is the current non-discharge permit for Governors Club (Aqua North Carolina)?

Governors Club is permitted under WQ0000088 (please see attached). Condition II.4. of this permit states that a proposed North Chatham High School is permitted to tie in to the Governors Club system upon construction of the school, and upon completion of Phase III of the wastewater treatment plant construction.

Would that plant have to reapply for the additional waste?

The WQ0000088 non-discharge permit would not require a permit modification; however, the facility would need to contact the Raleigh Regional Office’s Surface Water Protection Section to determine if the wastewater treatment plant has sufficient capacity to handle the waste.

What requirements would we face if we wanted to tie into the existing line from the North Chatham Elementary School?

Is Westfall permitted to handle an additional 18,000 gallons of waste daily?

No, permit number WQ0028798 (please see attached) is only permitted to treat 90,000 gallons per day from a residential subdivision.

Does their permit include treating the waste from the high school?

No.

Does their permit include returning the effluent to the school site for spray irrigation?

No, this permit only allows for irrigation within the Booth Mountain Development.

Chatham County Board of Education of which I am an elected member owns some 94 acres of land directly east of a development now known as Westfall. Previously it was known as Booth Mountain and lies on the north side of the Jack Bennett Road in Chatham County. There is interest in building a high school on the site we own. That school will generate approximately 18,000 gallons of waste daily.

There is an agreement dated 9 August 2001 purporting to be a means of handling the waste from the high school with Governors Club. The waste plant at Governors Club was purchased by Aqua America and is being operated by Aqua North Carolina. That firm has been acquiring off site land on which to apply the spray effluent from the waste treatment plant. There is a significant question about the ability of that plant to process an additional amount of waste which is generated by the high school.

As an alternate treatment site, Westfall has been directed to plan for the waste through the approval planning process.

We have an easement to locate the high school line but would have to lay about 3/4 of a mile of pipe to the tie in point on Lystra Road.
